The Sleaze Machine Rolls
On
by Paul R. Hollrah
Patti Solis Doyle is the daughter of Santiago and Alejandrina
Solis, of Chicago. Santiago Solis, of Monterrey, entered the United States
illegally in the late 40s, returned to Mexico, returned legally with his family,
and later became a citizen.
Upon entering Chicago politics, Patti Solis went to work on the
mayoral campaign of Richard M. Daley and later moved on to Arkansas with Bill
Clinton’s campaign manager, David Wilhelm. She was assigned to Hillary Clinton
as the First Lady’s scheduler, and when the Clintons moved from Little Rock to
the White House in 1993, Patti Solis went with them, continuing to serve as the
First Lady’s scheduler.
Then, after Mrs. Clinton won two successive terms in the United
States Senate and later announced her intention to seek the presidency, she
chose her close friend and confidante, Mrs. Solis Doyle, as her national
campaign manager.
Solis Doyle has always been a tireless worker, regularly
working eighteen and twenty hour days keeping the First Lady’s schedule up to
date. Once, when asked why she would maintain such a grueling schedule, Solis
Doyle replied, "She’s my friend. You think I would do this for anybody else?"
But, that friendship and devotion have now been rewarded in the same manner that
so many other Clinton loyalists have been rewarded… with a pink slip.
The Clinton campaign announced on Monday, February 11, that
Mrs. Solis Doyle had been named a senior advisor and that the First Lady’s
former Chief of Staff, Maggie Williams, a black woman (surprise, surprise) would
assume overall management of the campaign.
However, the name Maggie Williams also brings to mind the name
of convicted Chinese businessman, Johnny Chung. Williams and Chung will be
forever linked in American political history because of their willingness to
ignore the provisions of the Hatch Act governing political activities of federal
employees.
Under the law, federal employees are prohibited from engaging
in partisan political activities while on duty or on federal property, a
provision known as the "bright-line rule." And, they may not "knowingly solicit,
accept, or receive a political contribution from any person...." 5 USC §
7323(a)(2).
The underlying regulations define political contribution as
"any gift, subscription, loan, advance, or deposit of money or anything of
value, made for any political purpose." 5 CFR § 734.101. Political purpose means
"an objective of promoting or opposing a political party, candidate for partisan
political office, or partisan political group." The penalty for violation of the
Hatch Act is removal from office, or suspension without pay for a period of not
less than 30 days. In some instances, criminal penalties may also be
applied.
As Chung's lawyer, Brian Sun, told TIME Magazine, Chung
approached Williams’ aide Evan Ryan in early March 1995, "hoping to arrange a
cozy lunch in the White House mess for some Chinese businessmen and a later
meeting with the First Lady." According to Sun, "the subject turned to
Democratic Party needs. Ryan remarked that the president’s party had to cover
the costs of political events held by the First Lady at the White House…"
Chung, who visited the White House some 50 times between
February 1994 and February 1996, mostly visiting the First Lady’s east wing
offices, returned the next day and handed Williams an ‘unsolicited’ $50,000
check made out to the Democratic National Committee. According to Sun, "Chung
did so with the understanding that it would help him gain access for his
guests…" who dined in the White House mess the next day and had their pictures
taken with the First Lady.
Chung was once quoted as saying that the Clinton White House
was "like a subway: You have to put in coins to open the gates."'
However, as CNN reported on March 17, 1995, the president,
himself, explained that there is sometimes "a difference between what is legal
and what ought to be done…" The transfer of the $50,000 from Chung to Williams
was just "a rather unusual circumstance… She didn't actually ‘ask’ Chung for the
money… She wasn't ‘receiving’ contributions on federal property; she was just
passing them along (emphasis added). And she certainly didn't ‘solicit’
them."
So, has Maggie Williams paid a price for her Hatch Act
violations? Has she been debarred from federal employment? No, Ms. Williams has
paid no price. Instead, she is today moving into the corner office at the
Hillary for President Committee in suburban Virginia where it will be her job to
plow Barack Obama under once and for all… a job that could not be done by a
white person because of the obvious racial implications, and a job that could
not be done by a Hispanic, such as Mrs. Solis Doyle, because of the danger of
alienating Hispanic voters. It is a job that can only be done by another African
American… brought in to do the Clinton’s dirty work.
The Clinton sleaze machine rolls on with Maggie Williams at the
controls. And if Obama has any sense at all he won’t get caught napping in its
path.
